No illegality in guv appointing VCs in state-run universities: Calcutta HC

The Calcutta High Court on Wednesday said that there is no illegality in the orders issued by the West Bengal governor appointing interim vice-chancellors in 11 state-run universities in his capacity as ex-officio chancellor of these institutions. The court held that the chancellor has the power to appoint vice-chancellors as it has been laid down in relevant enactments. It was claimed by the petitioner and also the state government that the orders appointing the vice-chancellors to the universities were illegal as the higher education department was not consulted by Governor C V Ananda Bose before giving such appointments. The petitioner had alleged that contrary to the proposal given by the higher education minister, the chancellor had made a series of appointments of vice-chancellors without any consultation with him. Two Australian universities -- Wollongong and Deakin -- will soon establish campuses in Gujarat's 'GIFT CITY', Union Education Minister Dharmendra Pradhan announced on Wednesday. The two varsities will sign an agreement on setting up their campuses next week during Australian Prime Minister Anthony Albanese's maiden visit to India. Pradhan made the announcement during an event at Delhi University's Venkateshwara College, which hosted Australian Education Minister Jason Clare, who is on a four-day visit to the country. Kerala High Court refuses to stay appointment of VC in-charge at KTU

The Kerala High Court on Tuesday refused to stay the appointment of Kerala technical University vice-chancellor in-charge and said the matter will be heard on Friday. Justice Devan Ramachandran refused to stay a plea filed seeking to stay the appointment of Cisa Thomas as the vice-chancellor in-charge of the APJ Abdul Kalam Technological University. While the advocate general told the court that the authority to recommend the name of the vice-chancellor rests with the state government, the Governor's lawyer stated that even temporary appointments can be made only in accordance with the UGC rules and regulations. The court has decided to implead the University Grants Commission in the case. A recent Supreme Court order had quashed the appointment of the vice chancellor of Technological University here for being contrary to University Grants Commission regulations. The Governor later appointed a VC in-charge which was challenged before the court today.

25% extra seats to be created for foreign students, HEIs: UGC guidelines

Higher educational institutions across the country will now be allowed to create up to 25 per cent supernumerary seats for foreign students and will have to adopt a transparent admission process for them, the University Grants Commission (UGC) said on Friday. The draft "Guidelines for Admission and Supernumerary seats of International Students in Undergraduate and Postgraduate Programmes in Higher Educational Institutions in India" were put in public domain last month for seeking feedback and have been notified now. "HEIs may create up to 25 pc supernumerary seats for international students, over and above of their total sanctioned enrolment for undergraduate and postgraduate programmes. The decision regarding supernumerary seats has to be carried out by the concerned higher educational institutions as per specific guidelines and regulations issued by the regulatory bodies considering the infrastructure, faculty and other requirements," the guidelines said. UGC declares 21 universities as 'fake'; maximum in Delhi followed by UP

The University Grants Commission (UGC) on Friday declared 21 universities as "fake" and not empowered to confer any degree, majority of which are in Delhi followed by Uttar Pradesh. "At least 21 self-styled, unrecognised institutions which are functioning in contravention of the UGC Act, have been declared as fake universities and these are not empowered to confer any degree," UGC Secretary Rajnish Jain said. Delhi has eight fake universities -- All India Institute of Public and Physical Health Sciences; Commercial University Ltd. Daryaganj; United Nations University; Vocational University; ADR-Centric Juridical University; Indian Institution of Science and Engineering; Viswakarma Open University for Self-Employment and Adhyatmik Vishwavidyalaya (Spiritual University).
