Delhi HC refuses anticipatory bail to Puja Khedkar in UPSC cheating case

Delhi High Court on Monday refused to grant anticipatory bail to former IAS probationer Puja Khedkar in the criminal case lodged against her for alleged cheating and wrongly availing of OBC and disability quota benefits in the civil services examination. "Anticipatory bail plea is dismissed. Interim protection from arrest is vacated," Justice Chandra Dhari Singh said while ruling on the plea. Justice Singh said a strong prima facie case was made out against Khedkar and investigation was required to unearth the conspiracy. It was a classic case of fraud committed on a constitutional body as well as society, the judge said. Khedkar is accused of misrepresenting information in her application for the UPSC Civil Services Examination, 2022, to get reservation benefits. The counsel for the Delhi Police as well as the complainant, the Union Public Service Commission (UPSC), opposed the plea for pre-arrest bail. UPSC declares result of civil services main examination at upsc.gov.in

The Union Public Service Commission on Monday declared the results of the civil services (main) examination for the selection of candidates for the IAS, IPS and other central services of Group A and B posts. In a statement, the Union Public Service Commission (UPSC) said the results were declared based on exams held from September 20 to 29. The UPSC said the successful candidates in the main examination have qualified for the personality test for selection to the Indian Administrative Service, Indian Foreign Service, Indian Police Service and other Central Services (Groups A and B). The candidature of these aspirants is provisional subject to them being found eligible in all respects, it said in the statement. The candidates will be required to produce the original certificates in support of their eligibility/reservation claims such as age, educational qualifications, community, economically weaker section, Person with Benchmark Disability (PwBD) and other documents such as TA form

UP cabinet clears new rules for DGP appointment through selection committee

The Uttar Pradesh government has approved a new set of rules for independent and transparent selection of director general of police (DGP) by a committee headed by a retired high court judge. The Appointment Rules, 2024 were cleared by the state cabinet at a meeting here on Monday. With this, the government will not have to send names to the Union Public Service Commission (UPSC) panel for the appointment of the state police chief. "The objective of the Appointment Rules, 2024 is to establish an independent and transparent mechanism for selection of a suitable person for appointment to the post of DGP to ensure that the said selection is free from political or executive interference and is also in accordance with the specific conditions and policing requirements of Uttar Pradesh," the new guidelines said. Supreme Court to hear on Monday civil services aspirants' death case

The Supreme Court is scheduled to hear on Monday a matter related to the death of three civil service aspirants at a coaching centre here in July due to the flooding in the building's basement. On July 27, three civil services aspirants drowned in the basement library of Rau's IAS Study Circle in the Old Rajinder Nagar area here after it was flooded following heavy rain. As per the cause list of October 21 uploaded on the apex court's website, a bench of Justices Surya Kant and Ujjal Bhuyan is slated to hear the matter. On September 20, the top court directed a Union government-appointed committee probing the case to submit an interim report about the measures it wanted to be taken to prevent recurrence of such incidents. UPSC delays ESE-2025 after change in railways officers recruitment scheme

The UPSC on Friday postponed the Engineering Services Examination-2025 to give sufficient time to the aspirants for preparation, following a change in scheme for the recruitment of Indian Railway Management Service officers, according to an official statement. The decision came after the government decided that the recruitment to the IRMS would be made through both the Civil Services Examinations and the ESE. In order to give sufficient time to the aspirants of ESE-2025 to prepare for the examination, the Commission has decided to postpone the ESE (Preliminary) and ESE (Main) Exam, 2025, said the statement issued by the Union Public Service Commission (UPSC). "The ESE (Preliminary) 2025 and ESE (Main) 2025 will now be held on 8th June 2025 and 10th August 2025, respectively," it added. UPSC postpones ESE-2025 to give sufficient time to aspirants to prepare

The Union Public Service Commission on Friday postponed the Engineering Services Examination-2025 to give "sufficient time" to the aspirants to prepare for the recruitment test, according to an official statement. Consumer commission orders Delhi coaching centre to refund fees, pay fine

The central Delhi District Consumer Dispute Redressal Commission has directed a coaching institute in Rajendra Nagar here to refund Rs 62,363 to a student for "deficient" services, besides paying her Rs 10,000 as compensation for causing harassment and mental agony. The commission observed that the coaching institute, IAS Gurukul' was found guilty of publishing misleading advertisements and charging lump sum fees, besides getting itself unjustly enriched through unfair practices and deficient services. The commission comprising its president Inder Jeet Singh and member Rashmi Bansal was hearing the complaint of a student, Satyata, who said that after paying Rs 98,000 to the coaching centre, she found that the services promised in the advertisement and information brochure were false and misleading. The Delhi High Court on Thursday extended till October 4 the interim protection from arrest granted to former IAS probationer Puja Khedkar in the criminal case lodged against her for alleged cheating and wrongly availing OBC and disability quota benefits in civil services examination. Justice Chandra Dhari Singh deferred hearing on her plea seeking anticipatory bail after a request was made by her lawyer. Rau's IAS case: Court grants interim bail to coaching's CEO, coordinator

A Delhi court on Monday granted till December 7 interim bail to Rau's IAS Study Circle CEO Abhishek Gupta and its coordinator Deshpal Singh in a case related to the death of three civil services aspirants in July in the centre's flooded basement. Principal District and Sessions Judge Anju Bajaj Chandna granted relief to the accused persons on a personal bond of Rs 1 lakh each with two sureties of the like amount. The judge also directed Gupta to deposit Rs 2.5 crore till November 30 with Red Cross Society, saying that as per the lease agreement of the premises, the accused being the lessee and CEO of the institute alone, would responsible for any loss claim, and damages to any person or material. The judge noted that Gupta and Singh were CEO and coordinator of Rau's IAS Study Circle, respectively, and were in control of its affairs.

National Consumer Helpline facilitates Rs 1 cr refund to coaching students

The National Consumer Helpline (NCH) has facilitated a refund of Rs 1 crore in enrolment fees to students and aspirants of various competitive exams, including UPSC Civil Services and IIT entrance, the government said on Sunday. The refunds were processed at a pre-litigation stage following intervention by the Consumer Affairs Ministry after students from across the country raised grievances against coaching centres offering classes for various competitive exams. Consumer Affairs Secretary Nidhi Khare said, "This action reaffirms our commitment to ensure that coaching institutions adhere to fair practices and honour the rights of consumers." The NCH initiated a drive to resolve these grievances on a mission-mode after receiving numerous complaints regarding unfair practices by coaching centres, particularly their refusal to refund enrolment fees, an official statement said. NCH received 16,276 grievances from students in 2023-2024, up from 5,351 in 2022-2023 and 4,815 in 2021-2022.

The Delhi High Court on Thursday sought the stand of Puja Khedkar on the UPSC's allegation that the former IAS probationer committed perjury by making a false statement in relation to her anticipatory bail plea. Justice Subramaniam Prasad asked Khedkar to file her reply to the Commission's application, which is filed in the proceedings on her pre-arrest bail plea. "I will issue notice. It is time for the administration to wake up from "deep slumber" and take appropriate steps to address the condition of city's coaching centres, the Delhi High Court has said, while granting interim bail till November 30 to four co-owners of the basement of an Old Rajinder Nagar building that housed a coaching centre where three civil services aspirants drowned in July.
