Ahead of Parliament's Winter Session, Prime Minister Narendra Modi on Monday urged the opposition not to vent its frustration of the assembly polls defeat inside the House and move forward leaving behind its "negativity" of last nine years. Speaking with the media outside the Parliament building, Modi said the country has rejected negativity and asserted that the Winter Session was a golden opportunity for the opposition. "If I speak on basis of the assembly poll results, this is a golden opportunity for opposition. Instead of making plans for venting frustration over defeat, they should learn from this defeat, leaving behind the habit of negativity of the last nine years, if they move forward with positivity this session, the country will change its views towards them," he said. "A new door could open for them. I am giving them advice even if they are in opposition," he said. Parliament's winter session likely to commence in second week of December

The Winter session of Parliament is likely to commence in the second week of December and could conclude ahead of Christmas, sources said on Wednesday. The session, they said, could commence days after the counting of votes in five states on December 3. Three key bills which seek to replace the IPC, CrPC and the Evidence Act are likely to be taken up for consideration during the session as the standing committee on Home has already adopted the three reports recently. The Winter session usually commence in the third week of November and concludes ahead of December 25. Another key bill pending in Parliament relates to the appointment of chief election commissioner and election commissioners. Introduced in Monsoon session, the government had not pushed for its passage in the special session of Parliament amid protests from the opposition and former chief election commissioners as it seeks to bring on a par the status of the CEC and ECs with that of the cabinet secretary. The Rajya Sabha was adjourned sine die on Friday, six days ahead of schedule. The Winter Session of Parliament, which commenced on December 7, was to otherwise end on December 29. Before adjourning the House sine die (indefinitely), Chairman Jagdeep Dhankhar said the productivity of the House was 102 per cent. The House held 13 sittings totalling 64 hours 50 minutes. Oppn to target Maha govt over investment loss in winter session: Ajit Pawar

Union Finance Minister Nirmala Sitharaman on Monday said GST claims of state governments will be cleared once she gets relevant papers along with a certificate from their respective accountant generals. She also said in Lok Sabha that the central government is committed to pay all Goods and Services Tax (GST) compensation to states and has been doing so continuously for the last five years. The respective accountant general (AG) has to provide a certificate that the particular state has to get this much of compensation, the finance minister said. "If there is a delay in the AG certified claim from states, obviously that (GST compensation) is pending. So, when the AG certificate along with the state's claim comes, at that moment the money will also get released," she said during the Question Hour.
