The Uttar Pradesh government on Tuesday presented a supplementary budget of more than Rs 12,909 crore for the 2024-25 financial year in the assembly. State Finance Minister Suresh Kumar Khanna said the supplementary budget of Rs 12,909.93 crore is 1.66 per cent of the original Budget (of Rs 7.36 lakh crore) presented in February this year. Khanna said the expenditure on revenue account is Rs 4,227.94 crore and the expenditure on capital account is Rs 7,981.99 crore in the supplementary budget. The Uttar Pradesh government on Friday defended its directive requiring eateries along the Kanwar Yatra route to display the names of their owners and staff, saying the idea was to bring in transparency, avoid "potential confusion" and ensure a peaceful yatra. On July 22, the apex court ordered an interim stay on the directives issued by the BJP-ruled Uttar Pradesh and Uttarakhand governments. "It may be noted that the idea behind the directives is transparency and informed choice of the consumer/kanwaria regarding the food they eat during the period of the Yatra, keeping in mind their religious sentiments so that they don't, even accidently, fall foul of their beliefs," the Uttar Pradesh government said in its reply on pleas challenging the directive. The Allahabad High Court has held that the 'no work-no pay' formula is not applicable on those Uttar Pradesh government employees who have been reinstated after full exoneration. Allowing a writ petition filed by one Dinesh Prasad, Justice Salil Kumar Rai held that the rule 54 of the Financial Hand Book Volume-II (Part II to IV) provides that a dismissed employee who has been fully exonerated from all charges in enquiry is entitled to full pay for the period of dismissal once he is reinstated. It further provides that such period of dismissal shall be treated as period on duty in service. "It is apparent that on his reinstatement after the order of dismissal or removal is set aside, a government servant cannot be denied his entire pay and allowances for the period he was out of service," the court said on Tuesday, allowing the petition. The Uttar Pradesh government has planned to set up an early lightning detection and warning system in a bid to prevent casualties caused by lightning strikes in the state especially during the monsoon season, officials said on Saturday. They said the Uttar Pradesh Lightning Alert Management System will be set up in three phases. According to the state's relief department, 84 people have died in lightning strikes so far this month across Uttar Pradesh. Of these, 43 people died in a 24-hour period from 6:30 pm on July 10. The toll is even higher than the number of fatalities caused by lightning strikes in the state during last year's monsoon -- which according to the India Meteorological Department (IMD) was 41. Another IMD report said Uttar Pradesh ranks among the states with the highest lightning strike casualties in the country.
