Apropos the editorial, "Agenda for change" (April 25), the Transforming India initiative of the present government is a welcome move. But as stated in the editorial, unless staffing, accountability and responsiveness within the state is made more transparent and flexible, the ambitious agenda would be far from being realised. Unfortunately, governance and resources have not been employed so far in a transparent and accountable manner.
Corruption and profligacy have resulted in drought, calamities, slums and poor sanitation for 70 per cent of the people. Let us hope this vision document brings qualitative change in governance.
